Emergency Food & Shelter Program

The Emergency Food and Shelter Program is a National Program through the Department of Homeland Security and FEMA. Annually money is allocated to local health and human service agencies to help provide housing, food and utility bill assistance. If you are seeking assistance please contact one the 11 Local Recipient Organizations for information about what services they may provide.

Phase 40 Application and Instructions:

  1. Familiarize yourself with the Phase 40 Manual (should be available online soon)
  2. Complete the Phase 40 Application

 Applications are due by February 14, 2023 at 12:00 pm.

Applications will be reviewed on February 21, 2023. Funding decisions will be made available by February 24, 2023.
