Emergency Food & Shelter Program

The Emergency Food and Shelter Program is a National Program through the Department of Homeland Security and FEMA. Annually money is allocated to local health and human service agencies to help provide housing, food and utility bill assistance. If you are seeking assistance please contact one the 11 Local Recipient Organizations for information about what services they may provide.

Phase 39 Application and Instructions:

  1. Familiarize yourself with the Phase 35 Manual (most current manual) and Phase 38 Addendum. A Phase 39 Manual has not yet been released.
  2. Complete the Phase 39 Application


 Applications are due by February 21, 2022 at 5:00 pm.

Applications will be reviewed on February 24, 2022. Funding decisions will be made available by February 25, 2022.
